Voluntary Planning Agreement Meaning

Many boards use VPAs as a tool to extract additional messages from developers who would not normally have been paid as part of a contribution plan. This is often the case when it comes to increasing density controls, but it is done on a location-by-location basis, without coordinated strategic planning and analysis of infrastructure needs. The SVP have been publicly notified, but have yet to be finalised by the Minister of Planning and Public Space (as the competent planning authority) and the developer. As a general rule, voluntary planning agreements deal with the work to be carried out by the developer. The public interest is served by the use of fair and enforceable planning controls for the benefit of the whole Community and by equality between developers.
